WWF has forked PDF to create a non-printable document format. Most likely they didn't know PDF documents can prevent printing.
PDF documents can be protected to prevent printing (and editing). However, like with any software format, there are drawbacks. PDF protection requires a password, and a protection flag. Both can be bypassed by a program designed to remove PDF protections.
The WWF file format requires it's own client software (at the moment only available for Mac OS X). However, since the WWF file is based on PDF, someone could easily write a piece of software which extracts the PDF document from the WWF envelope to make it printable.
With all this, I'd call the "save as WWF" campaign a publicity stunt. Read more at Save as WWF.
